| PROCEDURE FOR THE EVALUATION AND AWARD OF THE REQUEST FOR PROPOSAL EMERGENCY REPAIRS FOR THE M/V sANTA MARIA |

Administrative Procedure
- This procedure is created as directed by Resolution 2007-01 of the Board of Directors.
- An announcement will be published in a daily newspaper in Puerto Rico and in will be posted on the web.
- A recommended pre-proposal meeting will be held, for the purpose of clarifying any technical or procedure doubts.
- Attendance to the pre-proposal meeting is not required.
- An Evaluation Committee has been created for the purpose of evaluating the proposals and to recommend an award to the Board of Directors. This Committee will be formed by: (a) an employee of Puerto Rico and Municipal Island Transportation Authority (PRMTA) that will be named by the Executive Director of PRMTA, who will be the Chairman of the Committee; and (b) two persons (at least one employee of PRMTA) that will be named by the Executive Director of PRMTA. The Committee will receive legal assistance from PRMTA''s General Legal Counsel Office. Finally, a Legal Counsel will be designated as Hearing Officer for any revision procedures.
- The proposals shall be delivered on or before the date establish on the RFP announcement at PRMTA offices. Any response delivered after the deadline establish will not be considered. PRMTA reserves the right to request any or all respondents to attend an interview, at no cost to PRMTA.
- The Committee will evaluate the proposals and recommend to the Board of Directors a contractor to which the RFP shall be awarded. This evaluation will be based on the Selection Criteria.
- The Board of Directors evaluates the Committee''s recommendation and approval.
- PRMTA will proceed with the signature of the contract.
