Bidders shall submit their proposals at the Office of the Board of Awards, Eleventh Floor, of the Puerto Rico Highway and Transportation Authority, Roberto Sánchez Vilella Center, De Diego Avenue, Santurce, at indicated time and date, when said proposals will be publicly opened and read aloud.
The mandatory attendance pre-bid meeting will be held at the Award Room. Proposals from bidders not attending the pre-bid meeting will not be accepted and will be returned unopened.
Plans, specifications and other contract documents, and all other necessary information, may be obtained from the Estimates and Bids Office of the Authority, (787) 729-1553 or (787) 721-8787 extension 1134, from the date of this advertisement until two working days prior to the opening of bids upon a non-reimbursable payment of indicated amount. (Previously obatained documents are valid). Said payment shall be made in cash, money order Visa or Master Card credit cards or ATH debit card at the Authority’s Treasurer Office. The proposal will be rejected if the payment receipt does not show the exact name of the firm delivering the proposal.
The Highway and Transportation Authority complies with regulation included in “49 CFR Part 26 for Minority Business Enterprises”. To be eligible for the award of the contract for this project, a bidder shall comply with the special provision on the Utilization of Disadvantaged Business Enterprises (DBE) that is included in the contract documents. Failure to comply with these requirements will be sufficient cause for the Authority to not award the contract.
Each proposal must be accompanied by a proposal guaranty of five percent (5%) of the bid submitted and subject to the conditions indicated in Article 102.08 of the General Provisions and copy of an updated certification for the Bidders Register from the General Services Administration.
The Board of Awards reserves the right to accept or to reject any or all bids and recommend to the Executive Director the award of the contract under the conditions most favorable to the Highway and Transportation Authority.
The construction of this project will be financed with funds apportioned by the Federal Highway Administration and the Highway and Transportation Authority.
